apparently it is a pickup
It should also be noted that when you do get the Hero Pickup, you only have a limited time to activate it, otherwise you will lose it. They will also spawn randomly. These two features are to ensure that players are not camping the tokens trying to play as the Hero, and don’t hoard it from other players for the duration of the match when the pick it up.

Balance of camp vs no-camp, is the only part I am claiming to be optimal
They reward the fuck out of moving..... but at the same time, it's basically "camp or die"

Quake works too but it's totally different

the only campy weapon, the railgun, reveals your location
people still hate campers, but whatever. :)

I think that the near 0 and near 100 cases can't be as good as the 50% case though, because it falls off into a zero singularity on each side instead of the impossible "infinitely good" that it appears to be limiting towards otherwise lol
 
really comes down to player preference
players who like campy games will gravitate one way and...
a lot of it has to do with leveldesign, too
like in UT, camping Space Station Zeto doesn't work, which Facing Worlds is one of the campiest maps I've ever played on

I remember reading once about when the "war on terror" began, americans sent something like 100k troops to the middle east, promptly lost 10k of them, brits send 300 SAS, only 1 gets captured (not killed, just captured), a week later his mates went in and got him out
SAS are worth too much to kill :) ... americans get so overkill with their show off power plays they end up shooting each other
