Also the implication is that adding good wording would prevent many of those questions being asked in the first place, because people carefully review the on-topic page before posting. I don't know how true that is.
It's always been a bit of a borderline issue.

On the page, in the section but, dba.se is not the right place to ask questions about..., a good wording would be " - licencing issues - these are not technical, may be location dependent and also vary according to whatever other licences you may have. For such questions, please contact the vendor" - short, sweet and to the point?
