most of ours stem from dealing with govt agencies

they are basically checkboxes on a list a senator wrote

that we need to be able to check off regardless of if it makes sense or not

we have a whole separate infrastructure for govt data

including separate physical network, cabling, servers, etc

but the box says "separate network" so we spend tens/hundreds of thousands doing it
