Can anyone suggest why I might be getting 1.7V on one of the outputs of a 74HCT245? The OE-bar is grounded, Vin and DIR are 5V, A0 is 3.3V and B0 is 1.7V?!

Well, that's super odd. The B0 pin is connected to an LED (in a pushbutton which has a built-in current limiting resistor—adafruit.com/product/559). When I disconnect the LED and measure the voltage on the pin, I get 4.7V (with a supply voltage of 5.0V, odd thing #1). Connecting the LED just by itself to another 5V supply it lights up fine drawing 13mA @ 4.8V.
So I guess I have a short somewhere? Hmm.

@ThePhoton The parallel EEPROM has to read/write data from/to the 8-bit bus. It has some address inputs, and 8 data I/O pins. These I/O pins are connected to the bus. However, this simple connection of I/O pins wouldn't be possible if I were to use a series EEPROM.
I am looking for a simple solution to convert a serial ROM to a parallel.
I guess it would require some serial to parallel and parallel to serial converters. I also need to be able to program the ROM with an arduino.

@dirac16 are we talking about an I2C or a SPI serial EEPROM? also, is there a need for this serial EEPROM to actually appear a full-fledged addressable memory to the parallel bus, or can the parallel bus device access it through some sort of software adapter layer instead?
