@Michael This would be probably better asked in crypto chat but SPORE is in my opinion what you're after, it is after all an Open Repository and you can submit new protocols you feel should be included. Personally, I don't know of any other lists of security protocols that wouldn't be limited to a specific subset (e.g. network security protocols), and meet your requirement...

...but, here's @ThomasPornin and he should have a lot better ideas where to look for such compiled information

When trying to find algorithms for practical use (as opposed to making research), one looks for standards.
