Yah, the thing is, it should be a measurable value. Here it is binary (which is "should the question be closed", or "not closed"). I think you can apply WoC to binary queries, but I've not tried that.

@BhargavRao On quora they ask unregistered user's opinions also ,even they are anonymous. So they are also conducting anonymous survey of usefulness of answers. And in background collecting data. As anonymous wisdom of crowd ๐Ÿ˜€
 
They do the same on SO. There is anonymous feedback, but I don't know if anyone monitors it.
 
@BhargavRao Yeah we recently talked abt. that. But i think that is really imp part. Because this way we can also evaluated usefulness of answers from users who are not in anyway associated with community and so generally unbiased evaluation.

@TheDestroyer - like what quora is doing , I am not a member over there but when we access that site , it asks about how correct and useful is the answer . So they are collecting some external views also. Just saw it yesterday , i usually do not browse quora. but i like this feature
