The first three shlokas of the Isha Vasya Upanishad point out three basic natures of a jeeva.
Sattvic, Rajasic, and this one Tamasic.
This particularly indicates a man, who commits something called Spiritual Suicide.

Sometimes, it so much caught in moha, that he forgets his true purpose.
When he is in that state, he descends to 'Asurya Loka'.

This is because he didn't advance towards tamas, despite being given a glorious chance of being a human.

Now what is Asurya Loka.
Surya is basically the planetary representation of Sattva.
Because it burns itself, like a yogi in penance, and out of that provides to all.
So in a land, where there is no Surya, there is Sattva.
Here, it's also written that such people are 'Slayers of the Soul'
Though Soul can't really be slain..
It can always be forced to descend to lower states of knowledge.

This shloka of the Upanishad, therefore, asks us to guard against this sin. For only a mad elephant soils himself with mud after he bathes in a pond.
As we have come to a state, where have enough knowledge for atmagyana..
we should always try to move ahead, never backward.

"The Self is the motionless one, swifter than the Mind, The devas (senses) could not overtake;It ran before before them. Sitting, It goes faster than than those who ran after It. By It ,Matarsiva(the element Air) supports the activity of all living beings"(Isha 4).(Swami Chinmayananda).
