@Mr_Green in some version lanka goes first to kubera and in few versions shiva is not even part of story.
 
I had seen in one serial that Lanka goes to Kubera as you mentioned but then later Ravana took it from his brother some how.
 
@Mr_Green yup. Even added a refrense of sumali's story where Sumali was the owner from start.
So many contradictory story are there in our culture.
