OK I'm flagging that as not an answer because it isn't. His English is obviously crap and doesn't even get the question. I think (not entirely sure) he's interpreting the question as "how do I prevent this from happening"

right, I have the same opinion on that; I just came to learn on SO that that is not the definition of NAA, but rather 'is this an attempt to answer a question'
SO is funny that way, but I don't really care much about it to be honest, it's only trouble when SO members mostly just active on SO come to other SE sites where we'd have some standards of quality
not always, but often enough
low quality flag says to me "please help improve this", i.e. there's some value in keeping it but it might need polishing
if that answer is flagged as such, I honestly wouldn't know where to start improving it
@TildalWave, did put an answer on that. Might even be a good question; yet the nvd does not publish the actual researcher that submitted the CVE in the first place, does it?
