What to tell the boss: "Here's the problem. I'm an experienced software developer and I'm telling you that storing unencrypted password is risky on a level of absolute inexcusable stupidity. Even storing unsalted passwords is risky on the level of gross incompetence. And I have just told you this...

His advice basically boils down to "Act like a complete jackass with Asperger's, and threaten your boss with implausible imaginary consequences if you don't get your way." Because we all know that works well.
