There was a major breach issue with certain models of routers recently for certain models, but most attacks wouldn't try to take it offline, they'd try to remain invisible
so for the most part, network drop outs are not attacks, but bad gear or service

It is the most awful and the most advanced smart phone I've ever had.
 
Unfortunately a lot of phones get mis-marketed as smartphones when in reality they should be semi-intelligentphones.

I'm also fairly certain that manufacturers have the firmware explode after a set period of time.
I replaced every PCB in my Galaxy nexus accept the CPU board and it was still hideously slow. After I replaced the CPU board BOOM back to new zippy as all.

@PsychOPhobiA in that case, most likely whatever you got on your computer is still there and causing problems. The best bet if you got a malware infection is NIFO and start over. It's really easy for malware to survive a compromise if you actually got compromised. And it isn't the government, if they wanted to get in to your computer they would just come and take it, and you with it.
