The practical is tricky in that its time constrained and for the written you need to know quiite a bit about testing

@RoryAslop Yes, I've read a few of them. I didn't find them particularly helpful, although I scraped the publicly available information about the curriculum for GPEN and GXPN from SANS and I've been using that as guidance for training in my VM lab.
 
@Andrew remember, the language is irrelevant. A good penetration tester will use whatever is to hand
if your preferred language is ruby then that is what you should use
if you prefer C++, go for it
there are many online vulnerable apps, and some good free courses
and obviously there are a range of expensive courses
but the key to this is practice
 
@Andrew Which area would you like to start with first? Web app exploitation or something along the lines of network/os?
 
If you can get a job with one of the big security testing companies, that will give you a really good step on the ladder
 
If it's web app, I highly recommend you give hackthissite.org a shot.

@TerryChia I've worked with rewriting some of the exploits in exploit-DB from C into python and run them against vulnerable VMs like metasploit...so the network/os stuff was where I started and was very interesting, but then I worked on Kioptrix Lv3 for a while

In the US each state has its own laws governing lotteries and the like, so you would want to check with your specific state. I don't see why it wouldn't be legal, you just may need to follow some rules first depending on how that state classifies raffles.
