is this possible with some easily available tools for perforated boards?
@deostroll Never heard of a dedicated tool for that. I'd use a drill, a small drill bit, my pocket knife, and a nail file. Drill some holes for the slot, use the knife to remove the bits in between, use the nail file to make it neat.
20 years ago I couldn't have imagined I might be looking at parametric tables for parts thinking "SOT-23! Where the heck am I going to find the space for such a huge part?"
