@EricTressler Yay, only four hints to go and the C4 is solved. :) I'm going to borrow your C4 shotgun here and take some shots.
The answer is short and the obvious reading is to remove a direction (N/S/E/W or L/R) from SIREN or a siren (CIRCE? ALARM? WAIL?) and to use the postal code of one of the US states. One such parsing could be REINKS = (s)IREN* + KS, but I'm not convinced; if that were the answer the def would have to be "lines again".
But since we have discussed recently whether using just state to clue one of the US states is valid, I think state may be something else here. The def might be state lines, but I can't find anything suitable starting with RE. The def could also be take direction and REPORT fits ("In your new job as C4 undersecretary you will report to / take direction from Eric Tressler.") and it is also a loose synonym of to state, but I can't fit any siren in.
Well, I just wanted to let you know that I haven't forgotten about your C4, I guess.

Hm. I'm looking at RENGAS (Japanse poems, or "lines") now: (si)REN + GAS, but I don't quite see how SI is the direction taken from the siren. Something Instruction? And the about isn't doing anything.
If I use GA as the state, I need around to do two things: anagram S(i)REN (and I still don't know where removing the I comes from) and wrapping it around GA.
