Q: Cryptic-clue explanation: What does “One in 10?” mean in the definition of ‘Ladle’

LongwellJThe clue in question is Labour leader entering into deal upset one in 10? (5) I have solved this via the wordplay but I don’t see how the definition applies. The answer is 'ladle' (L in (DEAL)) but I don’t get how ‘one in 10?’ defines ladle.

If "You leaving Lil Uzi Vert" can all clue the letter V, then… but I don't see how it can.

@juicifer maybe it's U leaving UV, where Lil Uzi means a little bit (the first letter) of Uzi and Vert means vertical, which is also abbreviated V? (and then the rest is is+ion.)

@msh210 I was thinking "lil" could be the first letters of "uzi" and "vert" but that works too
either way VISION is the correct answer
