The C4 is clearly™ "establish'd S.E.C." ("response to crash"), which is es (rESuscitate 2nd and 3rd) followed by Tab and L'Ish (victims of the cola wars) all had by D.S.Ec. ("doctor", specifically a doctor of silly economy).

Oh, wait, I was kidding, but it actually works! Securities Act is doctored resuscitate* + 2nd and 3rd letters of vICtims
