I think your question (earthscience.stackexchange.com/questions/586/…) could be possible answered in about 10 years. With Galileo's improved vertical-GPS measurements, and a denser observation network it would be possible to measure the small changes (probably in the order of mm if they really occur).

I think lithospheric scale stresses (e.g. lithospheric folding) will always erase all traces of such minor stresses. With such large scale changes it might be difficult to filter out the contribution by earthquakes.
