@Wolgwang I tried a couple online Caeser cipher decoders with no luck.

I assume B = A because there's a single letter word that's just "B", and then "BU" is probably "AT", meaning that U = T, so perhaps each character is just shifted by one.

Okay it looks like I didn't use the online decoder properly.

Sometimes human brains are better than automated programs.

@Wolgwang I got to the next page, but now the text is encrypted in something other than a Caesar cipher, because "qaroffe vr" doesn't seem to mean anything when decoded with Caesar ciphers. Any hints?

Part of the problem is that inspecting the first page turns up the same text as is contained in the 4th from last paragraph of the second page (so that extra work puts us no further ahead); and where we are proceeding is unclear. --- They should have just given us the URL to the quiz.

@Rob It puts people further ahead as that is key to solving it. If people didn't make the correlation between the two paragraphs from the 1st and 2nd page, you can't solve it.
