@PentaKon I had the same thought and looked it up to double check. It turns out that Reliable Talent only applies to checks where you add your proficiency. And that’s not the case for a Spell Scroll.

@Gandalfmeansme @ThomasMarkov Counter attack! In DMG p. 141 - Spells states specifically for UMD that you add your proficiency bonus but it is a bit dubious as to whether this applies for the activation of the magic item or only the effect...
It isn’t dubious at all.
The Spells section doesn’t have anything to do with ability checks.
It’s about the calculation of spell save DCs and spell attack modifiers.
The rules for activating magic items and using spell scrolls simply aren’t in view because they are given elsewhere.
@ThomasMarkov unfortunately all the above are invalid. By using this answer here: I retract what I said due to this: rpg.stackexchange.com/questions/89098/… by strict RAW the Thief doesn't even need to roll, all scroll activations are UMD'd immediately with 100% chance...

Hehe, it is a bit silly indeed. The problem is that since there isn't a specific ruling on this it becomes DM ruling which just negates everything else since each table has its own culture.
I’m not sure “negates” is the right word, but I understand where you’re coming from.
Let me ask this then. When a Wizard needs to activate a spell scroll for a spell of higher level than they can cast (e.g. a Wish scroll) what is the exact process for activation? Is proficiency added to bypass the activation DC (which is 10 + 9)?

That answer is correct, but note that sageadvice.eu is just a 3rd party website that catalogues tweets from the game’s developers, and tweets from the game’s developers are not official rulings.
Also proficiency with abilities is a variant rule that replaces the skills system entirely.
