I encountered this in my textbook (道德和法治). It's a version of 學習 = "to study". I'm kind of curious as to what they're after in terms of an answer.

@Becky李蓓 if I may take a guess…it looks like they want you to interpret the characters in a compound ideogrammatic (會意) way and relate it somehow to “道德和法治”.
