Q: why "apt-get update" can't be on demand?

For example, when I do "apt-get install something", why it can't verify if my indexes are up to date and then refresh only if necessary? It's the same for pacman, yum, ...

could be his DNS is fucked, and since it can't do a PTR lookup for google's mail server it's throwing 4xx errors
really every "I can't {send,receive} mail!" question is TL -- If you set the damn thing up properly it would work! :-)

i'm so confused
so we have this system; it listens in on every single phone call that passes through the call center floor and looks for triggers. If the employee is becoming irate, customer, if either of them curse, it can even look for phrases like an opening and closing message. All real time. The company is owned by the owners of my company, so we're a test bed for when a new version comes out
mind you, we're talking in excess of over 500 employees this thing is listening in on
so, we had to go update the call center in one of our remote offices with the new software (re: we're a test bed) and they never tested the install program before they gave it to us apparently
we get to the office, install it on 40 pc's, install went fine. logged into the system and nothing.
takes about 1 hour to do all 40 stations this way (2 hours the old way)
because they started doing it with an install program now instead of building the image into a thin client, us ghosting that thin client and reimaging them all, something was missing from the install package we came to find out
complete and total waste of my time
