Is it just the one machine, or consistent across them all?
And yeah, GAL issues can be ridiculous. I've had my fair share of weird ones in my time
 
Don't really know about other machines. It was a tech at a (k12) school that was calling me. I think he is the only one in the office, and he was adding a few new users for the next year and wasn't seeing everyone...

@Zoredache Try switching from cached mode to non-cached. Then re-enable
sometimes that works
 
Is it pure Exchange 2003, or is there a 2007 or 2010 in there somewhere? If the GAL generation server is 2007 or 2010 and the client is 2007+ then it could be a fault of the web based distribution.
There really is so much that can go wrong with Exchange, I often wonder how I have as much rep answering those questions as I do. My psychic powers must be slightly more awesome than others :-)
