@PeterDavidCarter-Poulsen I think it depends on the severity. We were talking about something similar earlier: death threats warrant action (or punting it to CMs) less severe, point them at the "be nice" part of the help center, maybe a small suspension to cool off

Excel is like unto the Elephant
each winner candidate holds to strictly as much of everyone's vote as they need to meet the victory threshold
and only the remainder gets transferred to each voter's 2nd and 3rd choice
it's a single voting system because your vote gets split between candidates, but the total amount of your vote is still 1
even if all of it ends up in the exhausted pile
as the process goes some vote fractions go back to the winners to be re-redistributed and more votes get exhausted and things happen in general, so the threshold also goes down, and those are more vote fractions that get redistributed between candidates.
it's all kind of complicated.
It eventually works out that it picks n mods giving everyone 3 ordered votes
