I just accidentally hit the fan with the tip of my index and it. The fan was made of plastic and connected to a 12V. I feel numb in the finger. It feels like a electric shock. Can it be? Do I need to be concerned?

tried taping it back together. Didnt work.
I broke a laptop CPU fan by shooting it with an airduster to try to clean it. It wasn't even powered on.
You need to prevent it from spinning when you do that.
