Just to formally document the exact policies we have in place to remove old abandoned / dead questions:
If the question is more than 30 days old, and ...
has -1 or lower score
has no answers
is not locked
... it will be automatically deleted.
If the question is more than 365 days old, and ....
@HackToHell you said in the comments that you fixed it yourself, but you never self-answered, so I'm inclined to believe there's no good reason to reopen it.

Download Process Monitor (procmon.exe) from Microsoft's SysInternals micro-site. Filter the output such that you're only looking at a Process Name of conhost.exe or cmd.exe. Add the Duration column to the output. Fire up a CMD.EXE and see what's going on.
