Depends on workload. Most games see a slight gain with the i7, but anything heavily threaded will perform noticeably better on the i7.
(that includes workstation applications)
When I explored the diff between I-5 and I-7 i was thinking the i-5 was not even quad. When i applied a I-5 quad for the first time and over clocked it zactaly the same as my I-7 , the thing was just as fast for everything.

It's very important to pay attention to the applications the user intends to run. If it includes anything like Creo, AutoCAD, or SOLIDWORKS, you need a workstation GPU. Consumer cards are not designed, tested, or validated for these applications and may crash altogether when running them.
Of course, a lot of people do run cad software on desktop video cards, and in a lot of those cases, unless its really seriously heavy work, desktop cards are good enough. I mean, sure my old workplace used nvidia workstation cards, but often really old ones.
Our rendering was CPU heavy though but most people were on 4-8 cores and a pretty shitty video cards

i remember once when i was on the helpdesk our customer, to "save money" got one of their alarm engineers to cable up a satellite office. on alarms they use Cat5 but terminate the cables differently for "reasons" so that is what this engineer had done.
the customer went mental at us that their new network didn't work so we sent out our engineer with a fluke tester and he phoned us and sent photos of the patch cab with crazy pairings

and may crossover different rx and tx wires
iirc they matched the colours or something
they had plastered the cat 5 into the wall too and not left enough cable to reterminate correctly
so all the plastering had to come down and we fitted trunking and retermed the building
