Daniel BeckThere is reputation on Meta Super User, after all. Three badges are awarded for reaching the daily reputation cap: Mortarboard Epic Legendary Mortarboard has been awarded repeatedly, the last time in August 2011.

As there is no visible reputation, no reputation tab in the user profile, and /reputation claims there is no reputation on MSU, the badges and their attainability just make no sense. While random's explanation from a programming POV makes sense, it's just a cause analysis, and not an explanation or justification why this needs to be so, and he doesn't reference other (e.g. dev) sources.

CTRL+F for stretched, 8 bits = 1 byte, 16 bits = 2 bytes.
And I think UTF-8 means 8 bits, just like ASCII. Not compeletly sure on the UTF standards which is why I didn't thought about them / mentioned them.
@TomWijsman You should mention that it'll only work for appropriately configured web sites. Shared hosters with multiple sites will just display nothing, or something unexpected instead.
Mentioned that in the part about the Long IP converter.
@TomWijsman UTF-8 uses the high order bit to indicate the beginning of a multi-byte character. ASCII characters are still only 1 byte wide.

Yes. That's the whole point of the post. I replaced the description, maybe it makes more sense now.
While there might be some reputation internally, the devs have removed all references to it and replaced it with parent site rep. All references to it, except the badges.
And since the badges exist, as well as the background worker awarding them, /reputation is publicly visibly lying.
One could say that meta reputation is almost dead code left overs from the adaption of main site code, but it's not properly hidden.
