It is a UX question because it's a decision made by the programming language and/or compiler designer on code that is technically compilable.

It's basically, "should the compiler shield the programmer from obvious mistakes by refusing to compile logically incorrect code, or should it compile the code anyway with a warning because it's syntactically valid?" The user is the programmer.

In other words, your question is about complier logic, not the UI

It's a decision made simply to catch programmer error. There is no technical reason why the code cannot be compiled. As such, this is a UX question.

IMO, @bwDraco is right here; "should code of this form be considered an error, a warning, or a non-event" and "if #1 or #2, how should this be presented" are both UX questions.
As evidence, I submit that gcc's classification of things into warning, error, or non-event categories, and the knobs you have to control those, are a UX disaster and thus prima facie a UX matter.

i found out out that for a pint to be under 1 alcoholic unit it has to be less that 3% strength
which is practically brown water with bits in it
so a normal 5% beer is actually just over 2 units!
 
@Burgi It's interesting that draught beer and cider is still legally sold in fractions or multiples of a pint, and every other drink in a pub is measured in ml.
