If there's more than I think 30 nominees, any above 30 are dropped automatically, as sorted by rep. Beyond that, it's all about who the community chooses. One of our recently elected mods, @Studiohack, had much less rep than many of the others elected.
Interest, moderation done with existing privileges (see the FAQ for a detailed breakdown of moderator abilities as rep increases), and other stuff is all considered by the community, but it comes down to votes in the end

The site is really run by the users... everyone can edit, vote up/down, close questions and more - the moderators simply have additional powers (e.g. to close a question requires 5 users, or just one moderator)... the moderators are peace keepers / keep everyone in check....

@TomWijsman there are no automatic suspensions. Spam posts get automatically deleted with 6+ flags and results in an automatic -100 rep.
@TheWhitePhoenix if you work your way up, at 3k rep you can vote to close questions, at 10k rep you get access to some moderator tools, and at 15 and 20k rep you get more tools at your disposal
 
@TheWhitePhoenix: on the other hand, this site is peer reviewed. once you get enough rep, you can get near modlike powers
 
To be honest, being a moderator is a lot of dirty work. It's not something you necessarily ought to aspire to :P

Oh absolutely. I still love it when I can provide a good question, answer, or blog post.
But as a moderator, my priorities are shifted towards keeping things clean, rather than generating content.

The Ridley–Watkins–Hilsum Theory (RWH) explains the mechanism by which differential negative resistance is developed in a bulk solid state device when a voltage is applied to the terminals of the sample.
