@Jesse Such posts are abusive, and therefore considered True Positives (TP) for the purposes of feedback to SmokeDetector (via MetaSmoke). How you should flag them on the site itself depends on which site it is. On Stack Overflow, you should flag them as "rude/abusive". On other sites, a "rude/abusive" flag may get declined, so you might want to just flag them as "not an answer". As you may already know, red flags like R/A and spam come with penalties attached to them, so there are some mods on smaller SE sites that would be uncomfortable validating a R/A flag on a post like that.

@CodyGray I thought the "cat claw" post considered R/A is SE wide policy, not just SO. Do you have declined flag of this kind of posts yourself?
 
@Nobody I believe it is intended to be network-wide policy, but, yes, I have first-hand experience with SE network mods not following what is intended to be network-wide policies because they think they're "too harsh" or "only apply to SO" or "not appropriate for our special site" or whatever. Generally this evidence is not in the form of declined flags but conversations with those mods after I bring a matter to their attention in a private mod chat room.
If it were me, I'd raise a R/A flag on it, regardless of the site. But I also couldn't give a single hoot about a declined flag. I flag based on what I think is right, and if the other person doesn't take any action, that's on them, not on me. But I also know that lots of people are sensitive to declined flags and would be frustrated to see a flag declined when I told them it is reasonable to raise it, so I don't like to give that advice without qualifications.

I'm not entirely sure what they may have meant by that
Other than each user is responsible for their own flags, which is true, but not a very useful reply in that situation.
Flag handling is one of those things that is frustratingly inconsistent across the SE network, precisely because mods on other sites don't follow what I see as network-wide policies.
It is one of my soapboxes...

@CodyGray Four isn't really a large number of sites. Those could just be from the user's interest and/or clicking links SE shows in the page. I see no non-deleted content on those sites. MS shows no other detected posts by a user with that username. That their only content in their "about me" is "Digital marketing", without any links and without using any of the linking features of profiles, isn't enough to weight it either direction, IMO. I only see a single potentially on-topic, but low quality, question that could easily be asked by a naive person that's trying to get more information about freelancing, with the question even on the "correct" site. While the information we have available could certainly fit a spammer, it could also easily fit "naive user". So, without more information, I'm going with giving them the benefit of doubt. If they come back and post a spam answer, then I'm more than happy to change my evaluation and raise spam flags, just not with the information we have at this time.

Although that did catch a couple of TPs, two of them were purely incidental, because they happened to use the patronymic name "Aldana" in the post body. Which is precisely the problem: this is catching a bunch of FPs for users who just happen to have the name "Aldana". That is unreasonable. @Jesse Yes, the "1" in that would be required or it won't match. The watchlist and keyword blacklist are "bookeneded" both before and after the entries with requiring a word character to non-word character transition or non-word to word character transition. It's actually more complicated, but mostly it's that what's being watched needs to be a complete word or group of words. As you probably guess, it's actually substantially more complex than that, but that's a really high-level view.
