sure, try meta - it can be harrowing, but just disregard any downvotes and focus on any actual feedback you get (downvotes on meta will not affect your rep anyway)
How do people feel about this as spam? It's basically an employee of the company being like, we're working on it, join our discord and read our blog! There is at least one additional deleted answer here.
It's not even necessarily for a lack of reviewing, either. Every day, the Stats page looks like this, with ~10 users reviewing the full 40 per day, totalling to 400 (the current max) - It's really just filling up that quickly.

@tripleee That pattern looks like it's already caught by Bad phone number in body and Bad phone number in answer Append -force to the command if you really want to add this pattern.
