@MartinSleziak Your chat search brings up a large number of messages that are not actually reports. While the total reports by SmokeDetector will be slightly higher than those recorded on MS (there have been times in the past when MS was down), it's not all that different. A more accurate search on chat would be for webapps.SE showing 1281, which hits on the other side of the 1,794 post records on MS.
The additional messages in your search are primarily the message sent by SD for the first feedback, if that happened to be after the next report. If the first feedback is before the next report, then the feedback message doesn't contain the URL, which is what you were searching for.

@ArtOfCode I wonder about it from time to time too. I think we all have adjusted how we say things. I agree that if in doubt, kicking it to site mods is the best thing to do. It's also easier to explain/enforce a policy that is "don't do that" than it is to adjudicate tone and trying to explain nuances of how a comment could be perceived (from time-to-time, everyone has problems wrt. how others might interpret what they wrote).
My main concern has been times when a comment informing a user of the general SE policies might have resulted in them changing their behavior prior to posting yet more promotional answers. It concerns me, because the more they post, the more likely it is that people will begin treating all of the user's posts as spam (i.e. no longer be given the benefit of doubt).
However, the OPs that actually respond to such comments are a subset of those that promote (as opposed to outright unrelated spam). Although, IME, it's probably a higher percentage of people than most would expect. On SO, there are a reasonable number of users who do respond and change their behavior. Many comment that they just didn't know.
Overall, the policy has been a good thing. I'm unsure if, or by how much, it should be loosened.
 
Can you elaborate on "good thing"? I haven't noticed the benefit.

@JohnDvorak There have been a few times when people have tended towards excessive comments. The policy tends to curtail that. Admittedly, it's difficult to point to cases where the lack of comments has been better than a looser policy, because the purpose of the restriction is to prevent negative consequences. Without the negative consequences manifesting from having the comments, it's not possible to point at something and say "this is where it would have been bad if things were different".
I can say that when I've left custom flags for moderators as a result of this policy, the end result has been reasonable, and I've raised quite a few such flags.
