Basically it was that individual sites may have different policies towards posts that could be considered true-positive here, thus requiring special handling instead of regularly flagging and/or commenting.
 
@Wrzlprmft One moment, let me search for the posts here. But, to summarize: Someone from here left an autocomment on a post regarding the SE policy that disclosure of affiliation is required when you link to your own content. A moderator from that site and the primary people in this project had a multi-hour discussion in this chat room. The end result was that the members of this project are directed to not comment at all on sites where they are not "familiar" with the site.

@iBug @Makyen @ArtOfCode: That indeed seems like quite an overreaction to me. In the situations where Charcoal members comment (blatant spam, abusiveness, vandalism, self-destruction), their comments are usually more helpful than those coming from regular users – because the latter rarely encounter such situations. Spontaneously, I would suggest something along the lines of: “Only comment if you would raise a red flag.”
 
@Wrzlprmft (more info) It appears that some of the conversation happened in the TL, which I can't point you to, but would have been on, or about, 2018-03-01. The conversation in here appears to have begun here, but it's clear there's already some shared known context between people who are moderators. The conversation went on for an extended period of time and was discussed, at least to some extent, for days afterward.
A primary issue was that a new user to a small site took significant exception to the wording of an autocomment and at least threatened to quit over the requirement, or at least how teh comment was worded. In addition to the policy that we not comment, the autocomment repository for Charcoal HQ was significantly rewritten to be more "welcoming" (although, "welcoming" really wasn't a hot-word at that point; that started about 1.5 months later).
 
Also, the respective discussion on Bioinformatics Meta seems to be conflating issues and does not have a really clear outcome.
Finally, just leaving a sentence “We've been asked not to comment when not familiar with your site.” without further explanation is confusing for moderators. Who is we? Who asked you? My first worst guess is that some users of the site overreacted to something.

@Wrzlprmft In order to fit any actual content into the flag dialog, the only way I think that the "not commenting" context could be provided is though a link. That can be arranged. I hesitate not to say anything, because, frankly, I feel that I'm often basically asking the moderator to leave a comment for me, which isn't something I'm really happy doing.
I believe that the normal way to handle most of those is to first leave a comment to the OP in an attempt to educate them, which can usually be done, for most of the people we actually want to retain, by just another user calmly and politely pointing them to the policies. If the OP decides to escalate, or continues the behavior, then disengage and flag-in a moderator.
