I thought it worked, but the MS API is not spam flagging the above es.stackoverflow.com post (it's really NAA, so be willing to revert if you test). I'm getting a response from the MS API that is identical to the post being deleted (i.e. "Internal Server Error" and message="Spam flag option not present"), but the post isn't deleted, and the spam flag option definitely exists in the SE API data.

@iBug I'm getting the feeling that the answer is no. My original impression may have just been carrying-over what I'd seen on pt.so with what I'd assume happened on the others. Given that the response to the MS API on the others is identical to when the post is deleted, I, and others, probably just assumed the post was deleted already when flagging (e.g. form FIRE).

@iBug both interpretations make sense, really depends on the data and what you want to accomplish. I would intuitively say 7 but there is a case for ignoring whitespace because humans can't really see the difference between control characters, several features of markup formatting, and various whitespace characters
