it didnt have any high-level primitives yet, so it was a golden opportunity to bring in what we had made for Smokey and monkey-patched on top of CE

This is the time of day when we have the fewest people active, so there aren't normally that many people around to flag. In addition, one of the available flags, mine, is taken up with the custom mod-flag for the plagiarism. I've left that in place, because A) some mods have requested that there be a flag for plagiarism in addition to spam flags; and B) I didn't want a mod to come along (again) and dismiss any new spam flags while trying to save the post.

@gparyani In case you're not aware of it, there's Guidance for Blacklisting and Watching. While the rules described in that document are sometimes bent, there really should be a good reason to do so. It's almost never done with the first occurrence of a domain/keyword.
