@Nick Are you sure you blacklisted the correct user? I see a pending flag from you that is in line with what you described here but that's a different user than the one you blacklisted above.
OHHH, it's a "Something Else" flag on a comment. Don't use those if you want a moderator to actually see it. Use an "in need of moderator intervention" on a post. Comment flags, even "Something else" flags, disappear when the comment is deleted and don't show up in the list of flags on a user.
@Makyen This is an inaccurate statement. The list where I was looking, your flags list, doesn't make it clear that it's a comment flag and states that it's about the user who is the author of the answer on which the comment was placed.
@Nick You didn't waste my time. Don't worry about it. Although, for such flags, posts are much better. Comment flags mean, nearly exclusively, "please delete this comment". Issues beyond that can be in "Something else" flags, and if seen by a moderator will be looked at, but those "Something else" flags aren't guaranteed to be seen by a moderator.

@Cow Pretty much, although thinking about it a bit further, it occurs to me that what I really want is to only see new or changed content by them, but actually it'll report any content it happens to see, which I don't want.
