@Halloween_Udo, the only time you would need even minimal rep to post an answer on any SE site is if the question is protected (that's sometimes done if a question starts attracting spam or low quality answers from unregistered or brand new users who don't understand the site concept). That question isn't protected. You should be able to post an answer yourself.
I'm too used to seeing it at the top, just under the question. I suppose under rep limit it is a "this is why you can't post answers" at the bottom, but once you have the rep to add answers regardless then it appears at the top as a "this has seen a lot of garbage already so post with care" warning.
