Cleric 17/bard 3 is required if he needs a 9th level spell. Otherwise Jesus might be as low as level 18 (C15/B3)
 
so far he doesn't really need 9th-level. Not yet, anyway
But the additional slots he gets might be necessary with all those 3rd-levels

Has there really not been a question on whether bards can use their voices as a chosen instrument? My quick search turned up nothing.

Many Bardic abilities offer "music or oration" as options, and I'd figure that singing could qualify as both. BUT, a singing voice isn't listed as an instrument on the list of 21 instruments on D&D Beyond

@BESW Yeah, by RAW, vocal mimicry does not qualify as a Musical instrument. but I'd allow it in my (non-AL) game!
 
In D&D 3.5, bardic musical instruments were very lax; I once had a bard with Perform (lausavísa).
The primary push in 3.5 and 4e to use a traditional physical instrument was, those were the kinds of instruments you could get magical versions of. It was hard to enchant your voice to give you bonuses.

I also had a bard who was invisible and inaudible without it affecting her effectiveness in any way.

Aside: We had an Arcanist in Rolemaster who used to go Invisible, and Insubstantial, and "walk" sideways through walls, just their (unseen) head poking out ... until botched a spell, fell unconcious, and Insubstantial spell ran out ...
