As I've mentioned before, it would be relatively easy to prevent users from adding the deprecated tags in new questions: chat.stackexchange.com/transcript/10243/2018/8/28 (The old ones would have to be dealt with manually, but that seems to be a rather long-term project.)

@MartinSleziak The stackexchange people seem to frown on blacklisting, for reasons that I don't quite understand. They seem to suggest that it is a time-consuming process on their end, but the other reasons they cite are rather unclear.
 
@S.Carnahan That seems surprising to me. As you can see here, on Mathematics site there are several blacklisted site: Which are blacklisted tags and blacklisted phrases?
At first I thought that it is a typo and you wanted to write MathOverflow people rather than Stack Exchange people, that would correlate a bit more with my experience. (Although mods are more in contact with the overlords.)
I'll have to go AFK for a bit, but I'll be back - I wanted to ask you something about your answer on main.
 
@MartinSleziak I am just going on what I read on meta.SE - it is possible that they just don't want to be flooded with requests. I have no problem with blacklisting some tags.

Also there are two different things - burnination and blacklisting.

Just to explain why I thought that MO-mods do not like blacklisting - this is what I was told here in chat:

@MartinSleziak we hardly ever blacklist tags. We do blacklist other things but not tags. "completeness" and "untagged" are the only two.

Since I have mentioned this proposal, perhaps I should add more details. (Although I think most of this is mentioned in my post or in the links given there.)
On the sites which I frequent, I have so far not seen this situation - that a tag is blacklisted, but it still exists.
The tags blacklisted on Mathematics - which I mentioned as examples - have all been blacklisted only after complete removal: Which are blacklisted tags and blacklisted phrases?
Asaf Karagila later asked this on Mathematics Meta: Can we please have a “deprecated tag” feature? When I was searching for previous similar discussions, I found out (to my surprise) that the tag can be blacklisted even without being removed.
To confirm, I have asked this question on Meta Stack Exchange: When a tag is blacklisted, are also all occurrences removed?
I was pointed to this FAQ item: What is a blacklisted tag?
I quote from the answer:
