The manga paper question.
I'd like to get everything we have dealt with, if possible.

I'm not 100% sure whether it's off-topic or on-topic, that on itself is grounds to apply the be gracious rule and leave it open.
Either is fine with me. For me, it is 50-50.
So I will go with whatever the community chooses.
The color of manga paper will not really help anyone doing manga production
it's the paper stock that's important
not all paper stock comes in that color

It's definitely borderline. But if I had to make a call, I'd say it's slighly off-topic.

Apparently the OP wants to write a manga, but that is irrelevant.

Whether it's off-topic or not, I'm not sure.
The problem I see with this question is that it's just plain wrong. Hex color is a tool used for computer graphics. When you start talking about the color of actual physical objects it's completely useless because it depends on lighting, varies over the object, and generally isn't very useful. If he asked for the shade without specifying hex color it might be acceptable.
that's why cleaners always color balance raws
I don't think it's a bad question to ask "What paper does manga usually use?"
But the way it's asked and the specifics of the question make it off-topic and... bad.

The fact that we're torn on this is a good indicator that it is a boundary question for what's on-topic and not.
Leave it closed, ask the OP to clarify it, so that it's acceptable, then reopen it.

While we're trying to gather users, trying to please every user will violate our policies and will eventually lead to more users being angry about why they're not receiving such treatment at a later point. So we have to just try and do what we can.
But still. I'd like to think he's misunderstood and misinformed rather than malicious.
I didn't want to cast the close vote, but I felt I was setting a bad precedent if I didn't.

As I said earlier, the question HAS to be rephrased if we want to keep it.
But any rewording will make the current answer very downvotable.
@JNat Yes, unless the OP edits it to be more like "what kind of paper does manga use?" rather than "Give me teh hex code"
