I'm at home, on my Dad's new W8 laptop, my girlfriend, who is in Malaysia, emails me saying she's got a few moments, can we Skype?
'No problem', I say, and proceed to download it

@Ender Possibly. It would depend upon what functionality OptiFine is relying on. However, the bigger mods get updated fairly quickly whenever something they rely on changes (either in Minecraft or in a modding tool).

At this point I gave up, and after some searching around found a W7 download that worked just fine.
