It doesn't imply any sort of stasis, it just means that at the moment the stats were collected, everything was answered. There might have been some rounding in there as well. Besides, the site is super new, so staring at those stats is likely going to make you crazy rather than actually reveal anything all that useful right now.
That said, Beer.SE is currently trying to figure out what it is, so... yeah, I dunno how long it will last. The existence of homebrew.se really throws a wrench in things. There should've been one site with a very large homebrew tag from day one.
Also, I am still baffled as to why @JeffreyLin of all people is particularly concerned or interested in beer.se. :P

@AshleyNunn What's the issue with combining Beer.SE, Homebrew.SE, and adding wine as an accepted topic?
@AshleyNunn IMO, the solution is throw out the winemakers and distillers, they have far less overlap with home beer brewers than beer drinkers do.

I drink a lot of beer, but I don't know a lot about the intricacies, and I am sorta happy that way. If it tastes good, I drink it, and that's all I think aobut.
