I would normally read those two phrases to mean the same thing, but they are slightly different. "She is banned" means that the person is currently in a state of being being banned. "She has been banned" implies the same thing, but could refer to the act of being banned at a certain point in time...

In my neck of the woods, "she has been banned" cannot possibly be used if the ban is no longer in place. Only "she was banned" can. — RegDwigнt ♦40 secs ago
Since when is Present Perfect not connected to the present?
It is the reason why it at all exists. It has no other legitimation.
I now have a habit of converting all currency in this chat to USD. That way, people know the exact price of the item I am talking about, and I don't reveal my location.
> The word Jobb in Hungarian has two meanings, the adjective for "better" and the direction "right"; the comparative Jobbik therefore means both "the more preferable choice" and "more to the right". This is similar to the English phrase "right choice", which could mean both "a choice on the right side of the political spectrum" and "a correct choice".
@JasperLoy By the way, it is always better to write it out in full rather than abbreviate it, especially if there is a lower-case letter before an upper-case one in the abbreviation...
I like the winter. I like all seasons except the one between autumn and winter, the one after the leaves fall off the trees, I cal it the black darkness.
@JohanLarsson Low hangs your tired old sun in the sky there, for even at noon she can barely lift herself two hands above her bed of night, and though it be wan her light is in this season ever golden and beautiful, commending all it touches to the photographer’s eye.
@Cerberus There's a sign at the local corner store (where most people buy their cigarettes) that says "If you don't look like Gord, you'll be asked for identification." The sign has a picture of an obviously elderly dude. So even middle aged people should be IDed.
@Mr.ShinyandNew安宇 Yeah. This specific store seems to be really religious about it, because "Gord" looks more than double the usual thirty years of age.
@Mahnax Where I used to work people would get annoyed when I asked for ID, so I posted a sign that said EVERYONE had to present ID for cigs. Then I carded this guy who was probably twice as old as Gord just for giggles.
comparing land mass, i reckon it's like the USA having a 15-20 million increase in population per year. except that the USA is much less densely populated than we are
@Jez oh please. You are exaggerating. There is no way you would find practical use for more than half a dozen languages in your daily life, even if you tried really hard.
England is the 2nd most densely populated region in Europe, and one of the most densely populated countries in the world, especially if you excluse micro-states
