in this sentence alone you can't exclude quotative と in theory, though

Q: How to say "in frames of~"?

FaraMany times I have interchanged the English phrase "in frames of" into Japanese "~の一環{いっかん}として" or "~の一環で". Although not so long ago I have noticed, that it is not as natural expression in Japanese... could you please tell some better way, in which I should express this English phrase? I will also...

I was just saying how it was hard for me to eat rice with "hashi", then he told me that, I didn't know that と could mean "when" as well, probably just a different interpretation of the "if" と、right?
 
@FelipeOliveira yes that's mostly what I mean, but note that と also translate some non-conditional "when"
or "as soon as"?

The second sentence is very clear, but the first is a bit counfusing for me.

Does it mean "He put the hashi as soon as he went back to the room" or "He went back to the room as soon as he put the hashi"

well, usually yes but not necessary
or maybe you can translate it as "set" or "lay" or "place" etc according to the situation
