It's very old, and I'm not sure I understand the conclusion. One guy shows a clear example from the rules that says you can look, then another guy posts what appears to be a conclusive "No.", but I'm not sure I understand why.
I get the vibe that the rules were updated in the middle of, or just prior to, that discussion.

Oh wow. It just occurred to me that I have been missing something huge
Sometimes I pass turn and during their upkeep I Gigadrowse all of the important stuff (things that can kill me, blue mana, etc.)
I just realized that I can Gigadrowse my own Howling Mine while I'm at it, and they don't get to draw an extra card.

If I clearly state how many times Howling Mine triggers every draw step, and then I tap it during upkeep and he draws two cards anyway, does the other guy get penalized for DEC?
Turn 2: "Howling Mine triggers. You get to draw an extra card."
Turn 3: "Howling Mine triggers. You get to draw an extra card."
Turn 4: "Howling Mine triggers. You get to draw an extra card."
Turn 5: "I'll Gigadrowse Howling Mine during your upkeep. Now you can draw."
Opponent draws two cards even though Mine is tapped.

You can just point to howling mine 2, 3, and 4, and say trigger. Don't even need to state what the trigger is.
Turn 5, you just don't say anything about the draw step, you just say gigadrowse at upkeep
then if they draw an extra card on that draw step, then they will get DEC.
 
I was just exaggerating the situation to make it clear what my question was
I probably wouldn't read the effect of Howling Mine every time I trigger it
I love playing against Lantern because I point at mines and say "Four cards. Can I draw this one? and they go into deep thought for a second.
This repeats for each card of each of my first couple of draw steps. Then they start to go faster because they have a plan solidified in their head.
There's a missing close quote somewhere in there. "
