@DavidCarlisle however, TeX markup is essentially the same as any other markup, it uses the same special characters as any other language. You can ask such a question on Programmers I think.

@Manuel With LuaTeX you can use \Uchar that takes a <number> as argument and expands to the corresponding character: \Uchar"33 expands to character U+0033
 
@egreg Nice to know about that option in LuaTeX, thanks :) Anyway, those are fragile terms in my mind (tokenization & co.) still… in the second one \usenotation expands and changes the catcode of ^, then another command takes it and just happens to end a group opened before, but… why those ^ are not superscripts?

@Manuel two adjacent characters of catcode 7 such as ^^ (with normal catcode) are just defined to be a primitive syntax to refer to a character, not a superscript command the character is generated early as tex is reading characters before it generates tokens, so you can even use it in command names \^^63 is \c (you can not do \\Uchar"63 in luatex to get the same effect as that is tokenised as \\ followed by c h a r " 6 3
 
@Manuel If you type \p^^61r in your document, TeX will understand it's \par, because it converts ^^61 into a at the moment tokens are formed. But when tokens have been already formed, the ^^ notation means nothing and usually will produce errors. In your case you have a silly error: no space between 7 and \usenotationaux ;-)
@DavidCarlisle But you can do \csname p\Uchar"61 r\endcsname

@Manuel What happens without the space is that TeX expands \usenotationaux that so tokenizes what's needed for its argument; then TeX sees ^ resulting from the expansion (but still category code 12) and puts it back, doing the pending category code assignment. With the space the category code assignment is complete and when \usenotationaux is expanded, ^ will have catcode 7.

Q: Why do some spacing commands work correctly after end commands, and others don't?

Guys I know this is awkward but sometimes I need to be slapped in the face. I was surprised with a question a valid question getting closed in an hour on Music.SE. Then I've asked a question with my usual rant tone and people answered in a disagreeing way then we started commenting on with a mod there. Then he didn't like where it is going and deleted everything rewrote my question and locked it. Then we had this fun chat chat.stackexchange.com/transcript/message/16836608#16836608
I've deleted my account so I don't care anymore but still I want to know is this really moderator behavior that is allowed on SE network. If so I'll delete the remaining ones too and probably keep TeX.SE for the fun of it.
I'm really curious about being prevented from deleting my own question because somebody got upvoted.

@percusse That's where the issue arises: deleting the question deletes the answers, and you don't 'own' the answers

@JosephWright got it, I agree the nomalised form probably needs to be the character more often (that's what i did in xmltex as well (or at least the utf8 reprn of the character in that case) I suspect we'll need to make uppercase \'e{e} -> É somehow or other

Q: Toilet flush buttons

@DavidCarlisle The easy way to deal with the \'{e} business is to require more than simple bracing to 'escape' case changing: not hard to implement but slightly less 'clean' looking for the user, at least on the basis of the BibTeX comparison. Then again, one can argue that an explicit macro should be needed for an escape.
