I've noticed when building some items, that they are available for all soldiers (e.g. the more powerful blades). So is this how it works on XCOM-2? You build an armor type only once and it is available to the entire team? Or is this true only for some of the items to be built?

I've played with workshops and engineers and I now know that I can assign engineers for various benefits. What about scientists? I can't seem to see any control over what they do? Am I missing something or they are business as usual as in xcom previous version, just the count of scientists I own...
