Here's a real world example close to where I work

You can see diagonal parking on walkways, double parking on walkways, parking over middle-of-the-street random walkways, or where normal traffic needn't go.

Those are the basic strategies really.

It's more akin to the way Scotland Wales and England and Northern Ireland form the UK than it is to the various states of, say, Germany.
