It's when someone with a botnet (a big group of infected computers that they can give commands to...usually without the computer owner's knowledge) has all of the computers at his disposal focus constant bandwidth on a specific server or set of servers to flood them with useless crap so the useful connections fail.

That's what's happening to Blizzard every night for the past few days.
