Average change in step count in the Collatz Conjecture

The Collatz Conjecture has been done before, so this challenge takes it a bit further. The conjecture is explained in that question.

You know how you get a voicemail message and the person's connection wasn't great, and you're trying to figure out how to call them back, but you're not sure if that was a "5" or an "8" they said?
That's this challenge.
The good news is that the caller read off their number twice, but it's garb...
How can I get a character (A-Z) from string which contains its graphical representation ?
for example, if I am using 3x5 letters, graphical representation for letter 'A' will be :

This one is for 'E' :

@CartManagerXD I think you've been Wheat Wizard, Möbius Strip Chicken, Möbius Strip Mall, Wheat Wizard, Möbius Strip Mall, Wheat Wizard, Sorghum Sorcerer, Wheat Wizard, CartManager XD. And there's some 11 in there too I think.
@Christopher This looks much clearer than it was. One thing I'd point out is that usually code golf is an open ended competition, rather than having a deadline. If you award the acceptance tick after a week you can still update it if a shorter solution arrives in the future. Would you be happy with that so that new answers can continue to come in?
Also I think you forgot about those names because they were 11'd (or otherwise set by a mod) to you instead of changing them yourself, since you had them for 30 days at a time.
@Christopher Also the input section only lists two inputs, the text and a user input. If the user needs to indicate both the start of the timing and the end of the timing should there be three inputs? The text, a start user input, and a finish user input? Either way that would be worth clarifying

@0 ' Change your username. If your username affects other peoples experience of this site and interferes with chat formatting, it's abusive and it's time to stop.
@JanDvorak The reply arrow does not cause my username name to appear in the message verbatim. My username (though it may not look it) is 0 followed by 28 tabs, followed by '
@0 ' Which incidentally happens as soon as someone uses the autocomplete feature. And chat constantly jumping left and right for everyone is a pretty annoying outcome.
@0 ' Which serves no purpose, is evidently interfering with multiple things and isn't even a username in the first place. The right thing to do is to change it and not trying to rationalize this childish behavior.
@mınxomaτ I picked my username because it has alphabetically first username out of all the allowed usernames. I did not know about the chat problem until afterwards
This affects at least Firefox. Tabs are currently permitted in usernames, and in chat the presence of a user with a name containing a long string of tabs causes the chat window to have a horizontal scrollbar and to scroll spontaneously left and right as new messages appear.
Would it be simplest ...
@Christopher Hey I'm sorry for snapping at you earlier when you attempted to ping 0tab'. Turns out that was not what was causing the issue. That being said you probably shouldn't be testing chat features in TNB.
@0 ' I'm going to judge it by the outcome in my browser. If you change it back and there is no problem in chat, I won't take any action. If you change it back and it causes problems, I'll let you know so you can change it again. I'd recommend chatting in the sandbox for a few minutes with the new name to find out (I'll be there too to see if it causes a problem)
@CartManagerXD Experiments in the sandbox seem to confirm your root cause (tabs in backticks are a problem). If we can establish that they are the only way the problem occurs, I'll accept the edit
This is a random observation, but I noticed that the product of your badges 2 × 44 × 111 = 9,768 is less than your rep, but the product of my badges 4 × 87 × 229 = 79,692 is greater than my rep
@0 ' All confirmed now. Your username does not cause the room to side scroll unless someone encloses it in back ticks. I'd still recommend against keeping it since it causes confusion when someone tab completes it, but it is not as disruptive as initially thought
@trichoplax Glad we finally got to the bottom of all this. I'll probably change my username to something else unless they decide to fix the pinging/tab completion issue.
@mınxomaτ Yeah, currently what I am hearing from the meta is that including tabs in your username is not meant to be supported (like varieties of unicode characters) so I'll probably end up replacing them with spaces
No you shouldn't. All, please stop posting unless you really do have something to say. Discussing how to screw up formatting or things that generally belong in the sandbox is off topic here. We've already lowered the signal-to-noise ratio to a record low in the past few hours. Let's all make an effort.
I know the sandbox bot is about to show my new sandboxed question but I would like to announce I am looking for testcases on this question. So if you want to help I'd be happy to make a cool image for you.
The Image of the Dragon
I saw a cool gif of the dragon curve made from a square, and thought what if we started from another base image. So I wrote a program to do this.
It's so cool that I thought it would be fun to do it as a challenge.

I don't really get why it is on hold. I don't like the challenge, but I think that it is clear. I feel like people voted to close just because it would be funny to see [on hold!] [on hold]
A town
Below is an example of a town, it consists of a 2D string or an equivalent (e.g; a 2D array of characters, array of strings, etc). The "town" is a top down map of it's roads. Each character can either be one of the following.
